Medvedev Calls for Rule of Law in Russia俄罗斯当选总统呼吁人们尊重法治 In a long interview with Britain's Financial Times newspaper, Russia's President-elect Dmitri Medvedev shares his views about the country's economy, foreign policy and civil society. The next Kremlin leader is also calling for people in and out of the Russian government to respect the rule of law. Dmitry Medvedev told the Financial Times the challenge facing Russia is to translate its recent economic success into social programs, including housing, healthcare, and education. Mr. Medvedev notes that Russia has more gold and currency reserves than ever to protect itself against fluctuations in global markets, though he acknowledges the country is not isolated from their complexities. The president-elect says Russia must suppress the inflationary surge which developed in its economy late last year. He says that surge resulted from the integration of Russia into the world economy, and represents a price of Russian membership in the club of global economic powers. The next Kremlin leader says he considers the prospect of Georgian and Ukrainian membership in NATO to be extremely troublesome for European security, but is not opposed to referenda in those countries to decide the issue. He says the U.S. proposal to build a missile defense shield in Central Europe could also upset what he calls a "fragile balance of forces and facilities" in Europe, but adds that Moscow will consider recent American proposals to allay Russian concerns. On domestic issues, Mr. Medvedev acknowledged that Russians have a habit of violating the law, from ordinary people bribing police officers and buying pirated intellectual property to government officials who interfere in the decisions of court judges. He notes that President Putin's decision to step aside is unprecedented for a Russian leader, but consistent with the constitution. Mr. Medvedev says Mr. Putin's move means that Russia is at last developing a tradition of respecting all constitutional and other legal procedures. Alexey Arbatov, a former member of parliament and a historian at the Russian Academy of Sciences, told VOA that Mr. Medvedev now has a chance to encourage the separation of powers to develop an independent Russian judiciary. Regarding press freedom, Arbatov agrees with Mr. Medvedev's claim that the Internet gives Russians free access to information. But the analyst says television, which reaches the greatest number of Russians, is controlled by the state. Arbatov says all national TV channels remain under rather solid control of the executive branch. Programs, hosts, and managers, are all controlled, he says, as are the decisions of who to invite or not to invite as guests. Referring to the office he is about to assume, Dmitry Medvedev told the Financial Times that the Russian president carries the greatest responsibility for the country's state of affairs. He adds that the job is not like a light that can be turned off with a switch. 200803/32189EU Ministers Push for Cease-Fire Monitors in Georgia欧盟持派人监督格鲁吉亚停火 European Union foreign ministers expressed support Wednesday for sending monitors to supervise a cease-fire in the breakaway Georgian region of South Ossetia, which Georgia claims is aly being violated by Russia. Backing for European Union peacekeepers to monitor the newly agreed upon truce between Russia and Georgia came during an emergency meeting of EU foreign ministers in Brussels. French Foreign Minister Bernard Kouchner, who has been shuttling between the two countries in recent days to secure a cease-fire, said the 27-member bloc was determined to act. Kouchner says the idea of having monitors, or peacekeepers, was how Europe should conduct itself - to act on the ground and provide aid to people. The EU meeting comes a day after President Nicolas Sarkozy of France, which holds the rotating EU presidency, secured agreement by both Russian and Georgian leaders to abide by a cease-fire after several days of fighting in the breakaway region of South Ossetia and elsewhere in Georgia. But news reports from Georgia suggested Russian forces continued to move into Georgian territory and Georgian Foreign Secretary Eka Tkeshelashvili said Russian troops continued to attack. But I can confirm with confidence that horrible events are happening in Georgia since the morning," Tkeshelashvili said. "No cease-fire is actioned now so that what is the trust that we can put on the Russian side." 我们怎么能信任俄罗斯呢?“Despite reaching agreement on monitors Wednesday, EU members have been divided over just how to deal with Russia. European analyst Robin Shepherd has been following the crisis for London-based policy institute Chatham House. There are definitely clear divisions among the member states and that's primarily because member states have different policies on Russia," Shepherd said. "You've got a group of member states that are worried about its muscular approach toward foreign policy issues. Then you've got the large member states who are really more keen to have a balanced relationship with Russia." EU foreign policy chief Javier Solana said he would recommend sending peacekeepers at the next EU foreign ministers meeting next month. More broadly, western nations back a multinational peacekeeping force in South Ossetia and in another Georgian breakaway province, Abkhazia, to replace Russian and Georgian troops there. 200808/45909

Scripts:Mr.Strauss-Kahn, thank you very much for joining us on CNN. In a way, you are taking over an institution which doesn’t have a mission any more, or at least less of a mission than it used to have.Well, I won’t say that. The mission is almost the same as at the beginning. But you are right in saying that the policies to achieve its mission are not the same any more. So we have to change the way we are acting, we are, and, we're thinking and then we are acting in the world just because the world has changed. What kind of muscle have you got to change the way the exchange rate works, for instance? We have to tell the truth, we have to be the best analyzing the situation, to say it, here we may have a problem to convince that the other people, mainly the head of state or head of government that there may be a problem there to provide guidelines to solve the question. That’s the role of the IMF.Are we going to see you needling the US about deficit and debt or are you gonna talk with Chinese about the exchange rate or ...The question is that it’s a multilateral problem. Everything has to be seen, as you know, what do we say, in the field of game, a kind of cooperative game. And the role of the IMF and imagined wit of the IMF may be to help at least the Chinese and the Americans, but not only the Chinese and the American, the rest of the world, to try to organize the way that the growth of the Chinese economy will be compatible with the rest of the world. What are you gonna reform? What’s the first thing? What are you gonna change?A large part of the world has… I won’t say a thing, I am not addressing to the IMF any more, but it looks like that. So we need to rebuild the legitimacy of the institution, and to do so, we need to give more voice and more presentation to emerging countries, because the balance of power has changed, obviously countries, which were the small countries on an economic point of view 60 years ago, are now huge countries, at least becoming huge countries.Your predecessor had talked about the reform, but why do you think you will succeed where he didn’t?If I wasn't convinced that I'm able to do it, that I'm able to change at least a little, maybe not enough, but at least a little, what's going on… I wouldn’t have been a candidate. The IMF, ironically, is running out of money itself(that’s right). So you are gonna have to make cut... (but why, why, you have to take it, why)Why. Because the income of the IMF is coming from its lending, and the sp on its lending, and we are now in a period where we didn’t experience any crisis, any financial crisis for five years which is a very good thing, so the IMF succeeded in avoiding any financial crisis . But at the same time, the IMF doesn’t lend much money today, so we don’t have enough revenue. So we have to change the income matter of the system. You know it’s a bit like the Chinese, so-called Chinese doctors which are paid only when the patients are in good health, and not paid when they are sick. It’s the same thing. Notes:IMF: International Monetary Fund200807/43916Welcome back to English at Work where Anna is very… well, very happy! Youre in a good mood Anna. Well, Im just back from France, where everything went really well. It was quite an experience. Good. You got the contract for that big order. All you need to do now is to deliver what youve promised. I know. Hello Anna. Is Tom OK? He seems really grumpy since he got back from France. Hes fine. He just had to sleep on the sofa last night. Really? ! Do you remember? Shes the woman who Mr Socrates recommended. He says shes brilliant and allegedly one of his best employees… Oh, here she comes now. /201705/507587

McCain Urges Stemming Sp of Nuclear Weapons The presumptive Republican presidential nominee, Senator John McCain, spoke about the dangers of nuclear proliferation Tuesday in a speech in Denver, Colorado. Meanwhile, there is only one week left in the Democratic primary battle between Senators Barack Obama and Hillary Clinton. Senator McCain said as president he would ensure U.S. leadership to stem the sp of nuclear weapons. McCain said his approach would not rely too heavily on either direct talks with adversaries or the threat of military force. Our highest priority must be to reduce the danger that nuclear weapons will ever be used," he said. "Such weapons, while still important to deter an attack with weapons of mass destruction against us and our allies, represent the most abhorrent and indiscriminate form of warfare known to man." McCain's speech was interrupted several times by anti-Iraq war protestors, prompting McCain to restate his pledge to remain in Iraq until the U.S. achieves victory there. And by the way, I will never surrender in Iraq, my friends, I will never surrender in Iraq," he added. 他在示威者的呼声中说:“朋友们,顺便告诉大家,我绝不在伊拉克投降,决不投降!”McCain hopes to benefit this week from fundraising help from President Bush. Tuesday's fundraiser in Arizona marks their first joint appearance since the president endorsed McCain at the White House nearly three months ago. Meanwhile, the Democratic primary race between Senators Barack Obama and Hillary Clinton is now in its final week. Clinton has been campaigning in the U.S. Commonwealth of Puerto Rico, where she is favored in Sunday's primary. I pledge to you that I will end the war in Iraq, bring our troops home and take care of our veterans the way they should be cared for!" she said. Senator Obama is favored in the last two primaries on June 3, in Montana and South Dakota. Increasingly, Obama has been ignoring Senator Clinton and focusing instead on Senator McCain. He deserves admiration for his service to our country, but he is running for a third Bush term," he said. "Look at his foreign policy. He wants to continue a war without end." Obama is expected to hold a significant lead over Clinton in the delegate count when the primaries end on June 3. Most experts predict that the Democratic race is likely to end soon thereafter. John Fortier monitors U.S. politics at the American Enterprise Institute and was a guest on VOA's Encounter program. Ultimately, Hillary Clinton is running out of time," he explained. "There is not much left for her. They are both doing well, and Hillary Clinton may end up with a few more delegates in the last few contests, but she is not going to catch him. And we are likely to see, I think, June as the time where ultimately she sees that the handwriting is on the wall, the vote is official, and she probably concedes in a week or so after the last primary." The Democrats hold their national nominating convention in Denver in late August, while the Republicans meet in Minneapolis-St. Paul the first week in September. (INFORMAL) A person who works in an office and handles routine information on paper all day. 例句I work in an office, so my brother, an energetic sales representative who travels a lot each day, often teases me by saying Im just a paper pusher. /201610/471183

Some non-governmental organizations say increasing demand for biofuels is partly to blame for higher food prices. G8 leaders say they are concerned that the steep rise in global food prices could push millions of people back into poverty. So they have pledged more than billion in food aid since the first of the year and are calling on other donors to join them in providing seeds and fertilizers for the upcoming planting season. G8 leaders say they will support improvements in agricultural infrastructure including irrigation, transportation, storage, distribution, and quality control while assisting in the development of food security early warning systems. At their summit on the Japanese island of Hokkaido, G8 leaders promised to work with the International Monetary Fund to help food-importing countries and vowed to boost investments in African agriculture to double the production of key food staples within ten years. Global food prices were a big part of talks between G8 leaders and heads of state from South Africa, Algeria, Ethiopia, Senegal, Tanzania, Nigeria, and Ghana. The ed Nations Food and Agriculture Organization says 37 countries are most affected by rising food prices. There is also more land under cultivation for biofuels, including ethanol. The non-governmental organization ActionAid says biofuels are responsible for as much as one-third of the recent increase in food prices. ActionAid's Carol Kayira says that is bad for Africa. Africa is being earmarked as the source of biofuels in the future, that Africa would develop if they implement the biofuels or if they grow biofuels," she said. "And for us in Africa, we are saying no. First of all, we need more research on biofuels. Secondly, we are saying we are aly having difficulties to produce our own food to feed ourselves, so if you come in Africa and then you are taking out the basic resources that we require for food for biofuels, you are making the problem worse." G8 leaders say they will ensure that the sustainable production of biofuels is compatible with food security, in part, by accelerating the development of biofuels from non-food plant materials and waste. Joseph Suuna is the general secretary of the advocacy group PELUM, which promotes ecological land use management. He says growing demands for biofuels in the developing world are disrupting African agriculture. As a global community, irrespective of whether the immediate people who are dying may be in Africa, this is your problem as much as it is an African problem," said Sunna. "Just as a tsunami in Asia is an African problem is an American problem, so is anything to do with food in Africa." In their statement on food security, G8 leaders vowed to form a global partnership on agriculture and food involving developing country governments, donors, the private sector, and civil society. The World Bank says increases in the price of wheat, rice, and maize cost developing countries more than 0 billion last year.
